Regola Introduces Reform Measure Senate Bill 468 would ban “lame duck” voting sessions As part of his efforts to reform the General Assembly, Senator Bob Regola (R-39) has introduced a Constitutional Amendment to eliminate “lame duck” voting sessions -- voting that occurs after a general election and before the start of a new legislative session. “The people have spoken and they want reforms in place to ensure that the General Assembly operates in the most ethical standards,” said Sen. Regola. “That’s why I introduced this bill, which would end voting during controversial lame duck sessions.” “Prohibiting lame duck sessions by legislators whose terms are about to expire and will not return to office the following year, is an essential reform measure,” said Regola. “In the past, lame duck sessions have been used to consider and vote on volatile or unpopular issues such as tax increases, state borrowing or pay raises.” According to National Conference of State Legislatures, Pennsylvania is one of only twelve states that do not limit state legislative Sessions. Senate Bill 468 has been referred to the Senate State Government Committee for its consideration.
